While the nation’s overall delinquency remains near the lowest level since at least 1999, five states posted small annual increases in overall delinquency rates in August: Iowa (0.2 percentage points), Minnesota (0.1 percentage points), Nebraska (0.1 percentage points), Wisconsin (0.1 percentage points) and Rhode Island (0.1 percentage points).“Job loss can trigger a loan delinquency, especially for families with limited savings,” said Dr. Frank Nothaft Chief Economist for CoreLogic. “The rise in overall delinquency in Iowa, Minnesota, Nebraska and Wisconsin coincided with a rise in state unemployment rates between August 2018 and August 2019.”Additionally, Minnesota, Iowa, Nebraska, North Dakota, Montana, New Hampshire, and Utah all saw increases in serious delinquency rates, or loans 90 days or more past due including loans in foreclosure.On a smaller scale, 47 metropolitan areas recorded small annual increases in overall delinquency rates in August. Some of the highest gains were in the Midwest and Southeast. Metros with the largest increases were Dubuque, Iowa (2.2 percentage points), Pine Bluff, Arkansas (1.1 percentage points), Goldsboro, North Carolina (0.6 percentage points) and Panama City, Florida (0.5 percentage points).Additionally, 19 metropolitan areas recorded small annual increases in their serious delinquency rates. Metros with the largest increases were Panama City, Florida (0.9 percentage points), Jacksonville, North Carolina (0.2 percentage points), Wilmington, North Carolina (0.2 percentage points) and Goldsboro, North Carolina (0.2 percentage points). The remaining 15 metro areas logged annual increases of 0.1 percentage point.“Delinquency rates are at 14-year lows, reflecting a decade of tight underwriting standards, the benefits of prolonged low interest rates and the improved balance sheets of many households across the country,” said Frank Martell President and CEO of CoreLogic. “Despite this month’s near record-low serious delinquency rate, several metros in hurricane-ravaged areas of the Southeast have experienced higher delinquency rates of late. CALGARY – Investment firm AltaCorp Capital Inc. says its founder and CEO, Calgary oil and gas financier George Gosbee, died suddenly on Sunday.Gosbee was a former governor of the National Hockey League and, in 2013, led a group to purchase the Arizona Coyotes and restructure the team. Current team owner Andrew Barroway tweeted he was “deeply saddened” by the news.Gosbee, 48, founded AltaCorp Capital in 2010 and struck a deal to partner it with ATB Financial, an Alberta government-owned lender.In 2000, he helped found Tristone Capital Global Inc., an energy investment firm which he and his partners sold in 2009 to Australia’s Macquarie Group for about $130 million.Gosbee served as vice-chairman of Alberta Investment Management Co., which manages $90 billion in provincial government pension funds, for eight years.AltaCorp says president Paul Sarachman will assume the role of CEO.
TORONTO – Further signs of U.S. economic growth and budget concessions in Italy drove global markets higher as crude prices returned to a near four-year high.U.S. private payroll data released Wednesday showed potential for a strong upcoming jobs report while the ISM non-manufacturing index for September beat expectations, said Anish Chopra, managing director with Portfolio Management Corp.The index, which measures economic activity, registered 61.6 per cent for the highest level since the index was created in 2008.Market concern was alleviated when Italy gave signs that if would cut its budget deficit and tackle its debt in the coming years.The S&P/TSX composite index closed up 54.82 points to 16,072.05, after hitting a high of 16,082.26 on 223.2 million shares traded.The increase was led by a nearly five per cent gain in the health-care sector, which includes some of the biggest names in the marijuana business, and the important energy sector, which was up 1.9 per cent.“There’s been a strong move in the price of oil over the last number of weeks and months and that continues today,” Chopra said in an interview. “The price of natural gas has been up the last number of days and you can see that in the performance of the energy sector.”The November crude contract was up $1.18 at US$76.41 per barrel, hitting its highest level since November 2014. The November natural gas contract was up 6.4 cents at US$3.23 per mmBTU.Chopra said energy prices rose on the back of stronger demand because of a growing U.S. economy and supply issues related to impending U.S. sanctions on Iran that will constrain oil supplies.Meanwhile, gold and utilities were lower because interest rates are creeping up, uncertainty in Canada is lessening following the announcement of a new NAFTA deal and Canadian government bond yields are climbing.“As yields rise you tend to see utility prices fall in sympathy with government bond yields rising,” he said.In New York, the Dow Jones industrial average reached another new high, gaining 54.45 points to close at 26,828.39. The S&P 500 index rose 2.08 points to 2,925.51, while the Nasdaq composite was up 25.54 points at 8,025.08.The Canadian dollar traded at an average of 77.93 cents US compared with an average of 78.02 cents US on Tuesday.The December gold contract was down US$4.10 at US$1,202.90 an ounce and the December copper contract was up 2.75 cents at US$2.83 a pound.

Clarke, a resident of P.E.I. entered a guilty plea to Aggravated Assault (Sec 268(2) CCC) and was sentenced to 1.5 years in jail with a lifetime firearm prohibition.Clarke was arrested on February 23, 2017, in Nova Scotia.
New Delhi: The suspense over the announcement of dates for Lok Sabha elections came to an end on Sunday as Chief Election Commissioner unveiled the poll dates. As per Chief Election Commissioner (CEC) Sunil Arora, the election would be held in seven phases starting from April 11 and ending on May 19 followed by counting of votes on May 23 for all the 543 Lok Sabha seats.Following the repeated demands of opposition parties, the Election Commission will use Voter Verifiable Paper Audit Trail (VVPATs) in all polling stations along with EVMs. As many as 17.4 lakh VVPAT machines will be deployed for the Lok Sabha and simultaneous assembly elections, Arora said, adding that in new SOPs issued, vehicles installed with GPS trackers and mobile-based tracking system for transportation of reserve EVMs and VVPATs will be used. After incidents, fresh SOPS have been issued for last mile transportation, including monitoring by GPS, including reserve too,” the CEC said. In a first, the Election Commission has decided to introduce candidates’ photos on the voting machines, in addition to the party name and symbol. “This would eliminate confusion in the minds of voters,” Arora said. However, the Election Commission that ‘failed’ to conduct bypoll for Anantnag parliamentary seat is still not in ‘position’ to hold assembly election in Jammu & Kashmir along with the Lok Sabha poll schedule. There are six parliamentary seats in J&K and elections for all six Lok Sabha seats will be held in 5-phases. This time, 10 lakh polling stations would be set as against about nine lakh in 2014 and nearly 90 crore voters would be eligible to vote for 543 Lok Sabha constituencies across the country.” “The first phase will be held on April 11, second on April 18, third on April 23, fourth on April 29, fifth on May 6, sixth on May 12 and seventh phase on May 19. The counting of votes will be on May 23,” Arora said, adding that in the first phase, 91 constituencies will go for polls, 97 constituencies in the second phase, 115 constituencies in third phase, 71 in fourth phase, 51 in fifth phase, 59 in sixth and 59 in the seventh phase. Polling for Lok Sabha seats in the states of Bihar (40), Uttar Pradesh (80) and West Bengal (42) will conclude in seven phases, while there will be single phase polling in 22 states/UTs and the states of Jharkhand, Madhya Pradesh, Maharashtra and Odisha will witness four-phase elections. In reply to a question on monitoring contents/political advertisements on social media such as Facebook, Twitter, WhatsApp, the CEC said, “We would set up control rooms to monitor the contents. There is a case pending in Bombay High Court over the issue. The observation of the HC in the case would bring more clarity. We have also asked candidates to submit their social media details.” Replying to a question on the provision of making arrangements to deposit mobile phones at the polling stations, the CEC said, “There is work in progress and a decision in this regard would be taken very soon.” The assembly elections in Arunachal Pradesh, Sikkim and Andhra Pradesh will be held on April 11, while assembly poll in Odisha will be held in four phases starting from April 11.
